Protecting those who speak out against torture

The member centres and programmes of the IRCT do more than rehabilitate torture survivors - they also actively speak out against torture. However, in countries where torture systematically occurs, speaking out against the perpetrators – namely the authorities – can be extremely risky.

 

In 2008, during events commemorating the UN International Day in Support of Victims of Torture, Mr Kitwe Mulunda Guy, director of the IRCT member centre SAVE Congo in the Democratic Republic of Congo, denounced torture in a radio broadcast. Immediately after, Mr Guy was taken without charges into military custody, tortured and held incommunicado at an unknown location. Following news of his arrest, the IRCT immediately mobilised its contacts in the region – including other centres, embassies, ministries and UN institutions - to press for his release and demand a full investigation into his arrest. Along with the concerted efforts of Mr Guy’s colleagues and local lawyers, the IRCT’s push contributed to Mr Guy’s release nine days later.

 

Addressing the IRCT, Mr Guy noted: “Thanks for your global support regarding my arbitrary arrest on 26 June 2008. Without your help, I could have died in prison… I’m happy to learn that authorities in the DR Congo will collaborate with SAVE Congo to fight against torture and end impunity. I keep up the good work.”
