The obligation to investigate

Under international law, States have the obligation to investigate serious violations of human rights, including torture. This obligation has been reaffirmed by the Convention against Torture (Art. 12), the European Court of Human Rights, and Art. 13 of the European Convention of Human Rights, the Inter-American Court of Human Rights, the Basic Principles and Guidelines on the right to a remedy (Principle III. 4).
